Coat of arms of Ryazan Oblast was adopted on August 6, 1997 (on June 24, 1998, the arms description was extended). Description: "In a gold field a prince in green, decorated by gold fur-cap and in a green attire, with throwed upon shoulders red mantle and in red boots, holds in the right hand a silver sword, in left – black, decorated by gold sheath. Caftan and mantle have black sable borders and gold claspes. Shield-holders – silver horses, walking out of a shield, with gold manes, black hoofs and red tongues, on gold bottom of the declined gold grain ears. The shield is surrounded by red, having thin – usual and internal – gold borders, order tape, and also is covered by red, fured by ermine, cloak with gold fringe, cords and tassels. The coat of arms is crowned with a Grand Principality cap (crown) of the special kind."

The author of the coat of arms is Mikhail Konstantinovich Shelkovenko. The shield is surrounded by the ribbon of the Order of Lenin, signifying that the Ryazan Oblast was awarded this honor in 1961. The horses emerging from behind the shield symbolize the historical continuity of the Ryazan Oblast with the ancient land of Ryazan. The shield bearers are supported by golden ears of wheat, symbolizing the fertility, agricultural wealth, and industrial power of the Ryazan Oblast. The coat of arms is covered with a princely mantle and crowned with a grand principality cap (crown) as a sign of the territorial, titular, and historical continuity of the Ryazan Oblast from the Grand Principality of Ryazan.

Ryazan (1779)

Ryazan (old blazon). Adopted on March 29, 1779. Its description: "In a golden field a standing prince, holding a sword in his right hand and a scabbard in his left. He is wearing a scarlet cloak, a green dress and a cap trimmed with sable fur."

During the Soviet era, badges were produced featuring the city's emblem: they depicted a book, an ear of corn, a sword, a scabbard, and a princely cap. (This emblem resembled a coat of arms, but it was not the city's official blazon.) The historical coat of arms of Ryazan was restored on August 8, 1994, by a decree of the city mayor. Description of the coat of arms: "The coat of arms of the city of Ryazan depicts a prince on a golden shield; the prince is wearing a scarlet cloak trimmed with sable and fastened at the chest, a green dress, and a green princely cap, also trimmed with sable; the dress is belted with a white belt, the prince wears white trousers and black boots; in his right hand, the prince holds a silver sword, and at his left hip, under his arm, resting on his thigh, is a silver scabbard."

Ryazan (old blazon). On November 23, 2000, Monomakh's Cap was added to the coat of arms above the shield.

Ryazan (new blazon). Adopted on May 17, 2001. Its description: "In a golden field a standing prince in a scarlet cloak fastened at the chest with a golden clasp, wearing a green cap, dress, boots, and silver trousers, holding a silver sword in his right hand and silver scabbard on the same belt in his left; the cap and cloak are trimmed with black sable. The coat of arms is crowned with the Monomakh's Cap. The shield bearers are a silver horse with a golden mane and tail, black hooves, and a scarlet tongue, and a golden griffin with a scarlet tongue, burdened with scarlet flames (“griffin – phoenix”) on a golden patterned base (“arabesque”). The shield is surrounded by a golden ceremonial chain, the official insignia of the head of the city of Ryazan. The motto, “A glorious history – a worthy future,” is inscribed in black letters on a golden ribbon."
