Its description: "The coat of arms of the Penza Oblast depicts three golden sheaves intertwined with scarlet ribbons, one next to the other, on a green heraldic shield. The shield is crowned with a golden Russian imperial crown and surrounded by the ribbon of the Order of Lenin."

Its description: "The coat of arms of the Penza Oblast is an image on a green heraldic shield with a width-to-height ratio of 8:9 of three golden sheaves tied with scarlet ribbons; the shield is surrounded by golden oak leaves connected by the ribbon of the Order of Lenin, with which the Penza Oblast has been awarded. The ribbon has a red (scarlet) longitudinal stripe in the middle, two-thirds the width of the ribbon, along the edges of the middle stripe are two golden stripes one-sixteenth the width of the ribbon, closer to the edges of the ribbon are two red stripes one-sixteenth the width of the ribbon, and along the edges of the ribbon are two golden stripes one-twenty-fourth the width of the ribbon."
